The CountyTrak™ Performance Index, developed by Infotrak Research & Consulting in 2014, is a unique tool designed to measure county governments’ performance on the devolved functions.

The Index serves as a citizen scorecard, providing an objective assessment of the performance of the county governments. The fifth edition of the CountyTrak™ Performance Index was conducted between October and December 2024, involving a robust sample size of 39,795 respondents, and covering all the 47 counties, 290 constituencies, and 1,450 wards.

This report will shed light on:

• The best performing counties per devolved function;
• The most improved counties per devolved function;
• The best performing counties overall.
